As partisan edge lessens, 15 states hold onto more seats than expected

An AP analysis identified 15 states where Democrats or Republicans won at least one more U.S. House seat in 2022 than would have been expected based on their share of the votes. The split last year was more politically neutral than in previous elections, and the direction and magnitude of partisan edge in those states has shifted.
